Important Information about Election Campaigning for Parliamentary Candidates and Political Parties

 

Election campaign - Activities carried out during an election campaign aimed at persuading voters to vote for a candidate or political party.

 

The election campaign begins the day after the last day set for the registration of candidates for deputies and for deputies of the Legislative Chamber nominated by political parties and ends the day before voting begins.

 

Candidates for deputies and political parties are granted equal rights for campaigning.

 

Election campaigns may be conducted on behalf of a candidate for the election of a deputy by the candidate's authorized representative and by political parties for the election of candidates on the list of candidates proposed by the political parties.

 

Campaigning is not permitted for the following persons:

 

Heads of regulatory and administrative authorities, local government bodies;

 

Members of the armed forces, the state security service, other paramilitary forces, law enforcement agencies and judges;

 

Members of election commissions;

 

Professional members of religious organizations.

 

 During the election campaign, officials of the regulatory and administrative authorities and the executive authorities are prohibited from using their official position to the benefit or detriment of a political party or candidate.

 

 The campaign must not be directed against the sovereignty, integrity and security of the state, threaten the health and spirit of the people, propagate war, national hatred, racial and religious enmity, incite to a violent change of the constitutional order, to acts that restrict the constitutional rights and freedoms of citizens.

 

 The election campaign is conducted through the mass media as well as television, public information and telecommunication networks (including the World Wide Web - Internet);

 

through the production and distribution of printed, visual, audiovisual and other campaign materials (posters, leaflets and other materials);

 

by organizing meetings with voters.

 

 Candidates for deputies and political parties can independently determine the nature and significance of the types, forms and methods of campaigning.

 

It is forbidden to campaign by offering voters goods or services (other than information) free of charge or on preferential terms or by paying money.

 

 In accordance with the Regulation on Election Campaign Management approved by the Central Election Commission Resolution of July 2, 2024, the issue of preparation and distribution of election campaign materials using artificial intelligence technologies has been streamlined.

 

 Political parties and candidates for deputies should:

 

- provide information about the use of artificial intelligence technologies in campaign materials created using artificial intelligence;

 

- not infringe a person's rights to their image and voice and other personal non-property rights;

 

- when using a person's image and voice and information about another person, comply with the rules for obtaining that person's prior consent.
