Speech by Zayniddin NIZAMKHODJAEV, Chairperson of the Central Election Commission of the Republic of Uzbekistan, at the PRESS CONFERENCE on the preliminary results of the elections to the Legislative Chamber and local Councils (Kengashes)

Ladies and gentlemen,

 

Yesterday, October 27, elections were held to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, the Jokargy Kenes of the Republic of Karakalpakstan, the Councils (Kengashes) of People's Deputies of the region and the city of Tashkent, districts and cities.

 

The interest of the population in the nomination and elections to the Legislative Chamber and local Councils (Kengashes) increased significantly yesterday during the preparation and conduct of the elections, which were held at all stages in the spirit of publicity, openness and transparency.

 

In these elections, a mixed electoral system was successfully tested for the first time in the history of our country. The fact that the introduction of a mixed electoral system has increased competition between political parties and revitalized the democratic environment in our society became clear during the election campaign.

 

More than 850 foreign and international observers monitored the election.

 

At the same time, the elections were directly observed by 55,000 observers from the political parties and more than 10,000 observers from the citizens' self-governing bodies.

 

With the help of the “E-Saylov” information system, which was introduced on the eve of the election preparations, many procedures of the election process were digitalized, bureaucratic hurdles were drastically reduced and transparency was increased.

 

For the first time in the history of our country, electronic voting was introduced in some polling stations in Tashkent on Election Day on a trial basis.

 

It should be noted that the electronic voting machines were used to quickly determine the results of votes and elections, to ensure the legitimacy of the electoral processes and to optimize the workload of the Election Commissions.

 

In order to be able to broadcast the election process in real time (online) on Election Day, video cameras were installed in the polling stations of the districts and cities of our country, which meet the corresponding technical requirements.

 

This made it possible to follow the voting process online on the screens of the Press Center of the Central Election Commission, on the official saylov.uz website, as well as on Uzbekistan 24 and other TV channels of the National Television and Radio Company of Uzbekistan.

 

Millions of citizens followed the video broadcast from the polling stations.

 

During the election campaign, the Press Center of the Central Election Commission and its regional offices created a media platform for all those involved in the electoral process. Hundreds of press conferences, seminars, briefings, interviews and meetings were held there.

 

The heads of the Central Election Commission, the Supreme Court, the Prosecutor General's Office, the Ministries of Foreign Affairs, Interior, Emergencies, Justice, Energy, Digital Technologies, the heads of the National Guard and the Chairpersons of the Territorial Election Commissions shared information on these events.

 

All this made it possible to prepare and organize elections at the level of high democratic principles, to fully realize the citizens' right to vote and to ensure the active participation of political parties in the formation of government bodies.

 

Dear participants of the press conference,

 

Another feature of this year's elections is the greater civic responsibility of voters, a sense of involvement in the fundamental reforms being carried out in the country.

 

In the elections to the Legislative Chamber of the Oliy Majlis, the Jokargi Kenes of the Republic of Karakalpakstan, the Councils (Kengashes) of People's Deputies of the regions and the city of Tashkent, the districts and cities, a total of 15,027,529 voters cast their votes. This corresponds to 74.72% of the total number of voters who cast their votes.

 

During the early voting, which took place from October 16 to 23, 1,015,948 voters in our country and 132,667 voters abroad cast their votes.

 

All our compatriots living abroad have the opportunity to vote in the elections. A total of 140,388 voters cast their votes at 57 polling stations in 40 countries.

 

According to the Election Code, a political party that receives at least seven percent of the votes of voters participating in the election to the Legislative Chamber in a nationwide constituency will have a mandate in accordance with the established procedure.

 

According to preliminary data, the following results were achieved in the election of deputies to the Legislative Chamber of the Oliy Majlis in the nationwide constituencies:

 

The Movement of Entrepreneurs and Businesspeople – Liberal Democratic Party of Uzbekistan received 5,194,041 votes or 34.75 percent and won 26 seats in parliament through the distribution;

 

 the “Milliy Tiklanish” (“National Revival”) Democratic Party of Uzbekistan received 2,812,493 votes or 18.82 percent and won 14 seats in parliament through the distribution;

 

the Ecological Party of Uzbekistan received 1,960,764 votes or 13.12 percent and won 10 parliamentary seats through the distribution;

 

the People's Democratic Party of Uzbekistan received 2,558,016 votes or 17.11 percent and 13 parliamentary seats after the distribution;

 

the “Adolat” (“Justice”) Social Democratic Party received 2,420,857 votes or 16.20 percent and 12 parliamentary seats after the distribution.

 

The candidate who receives the most votes compared to the other candidates from the voters who took part in the voting in the single-mandate constituencies is deemed to be elected.

 

The party affiliation of the 75 deputies elected to the Legislative Chamber in single-mandate constituencies is as follows:

 

The Movement of Entrepreneurs and Businesspeople – Liberal Democratic Party of Uzbekistan – 38 deputies,

 

15 deputies from the “Milliy Tiklanish” (“National Revival”) Democratic Party of Uzbekistan,

 

6 deputies from the Ecological Party of Uzbekistan,

 

7 deputies from the People's Democratic Party of Uzbekistan.

 

9 deputies from the “Adolat” (“Justice”) Social Democratic Party.

 

The party affiliation of the 150 deputies elected to the Legislative Chamber by two electoral systems, i.e. by the votes cast for the candidates for deputies and for the parties, is as follows:

 

The Movement of Entrepreneurs and Businesspeople – Liberal Democratic Party of Uzbekistan – 64 seats or 42,7 percent,

 

the “Milliy Tiklanish” (“National Revival”) Democratic Party — 29 seats or 19,3 percent,

 

the “Adolat” (“Justice”) Social Democratic Party — 21 seats or 14 percent,

 

the People's Democratic Party of Uzbekistan – 20 seats or 13 percent,

 

the Ecological Party of Uzbekistan – 16 seats or 10,7 percent.

 

There were no reports and information about cases of gross violations of the legal provisions for the election of representative bodies of state power.

 

The elections to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan and to the representative bodies of local government, which took place on October 27, once again showed that our people are working coherently towards building a democratic state based on the rule of law and the formation of civil society in order to further improve the well-being of the population and achieve the high goals ahead of us.

 

At the same time, the supervision of the activities of the Precinct Election Commissions also revealed some shortcomings in the organization of voting by the superior election commissions. These include:

 

- failure to install voting equipment in voting premises in certain polling stations based on the requirements established by the Central Election Commission;

 

- cases in which the members of the Precinct Election Commissions in some polling stations issued ballot papers to citizens on the basis of an electronic photo of a personal identification document on a cell phone;

 

- involvement and use of volunteers in the work of the Precinct Election Commissions;

 

- failure to comply with the order of action laid down in the decision of the Central Election Commission when adding a citizen not on the list of voters to the annex to the list of voters;

 

- the fact that some Commissions allow several voters to vote at the same time in the same secret ballot booth;

 

On a separate note, the cases leading to liability under the law have been examined in detail by high-level Election Commissions.

 

In the first half of the day, there were also repeated short-term technical interruptions to the work of the Election Management Information System in some regions. However, these interruptions had no impact on the work of the Precinct Election Commissions or on the voters' casting of votes. The reason for this is that the voting processes do not depend on the information system, but the lists of voters are published in advance. On Election Day, this information system is only used to determine the number of voters who have cast their vote and, if necessary, to identify a voter who is not on the list. All problems were solved immediately by the specialists at the Ministry of Digital Technologies.

 

In general, the shortcomings mentioned above do not affect the legality of the organization and conduct of the elections and the publication of their results.

 

We have planned to systematically review all information about the past elections and discuss the results with the participation of international observers and experts. These discussions will thoroughly analyze past electoral processes and identify measures to further improve electoral legislation and practices.
