ELECTION CAMPAIGN IS A COMPREHENSIVE PROCESS

On October 24, 2021, the election of the President of the Republic of Uzbekistan will be held in our country.

The work of organizing and conducting this event, which is of great importance in the social and political life of our country and people, is in full swing.

In particular, in the short time since the announcement of the start of the election campaign by the Central Election Commission, firstly, authorized representatives of five political parties operating in the political arena of our country were registered and mandates were handed over to them. Political parties were given permission to participate in the election of the President of the Republic of Uzbekistan, and their authorized representatives were given registration certificates and forms of signature sheets.

The list of parties participating in the election was published in the central press in the order of receipt of applications. Currently, political parties are continuing the process of collecting signatures of voters who support future candidates for the Presidency of the Republic of Uzbekistan in the regions of our country, in the places where citizens work, serve, study, and live.

Secondly, 14 constituencies were established within the borders of the Republic of Karakalpakstan, regions and the city of Tashkent to hold the election of the President of the Republic of Uzbekistan. Lists of electoral districts with their boundaries, number of voters and locations of district election commissions were published in the press.

The personal composition of 266 members of the election commissions of 14 districts holding the election of the President of the Republic of Uzbekistan was confirmed. For them, in accordance with the "Concept of organizing the training of members of election commissions" approved by the Central Election Commission, the curriculum and educational materials were developed by experts consisting of professors and teachers of the State Administration Academy and Tashkent State Law University. two-day seminar-training sessions were conducted by highly qualified experts.

During the training sessions, the constitutional and legal basis of the election of the President of the Republic of Uzbekistan, the organization of the activities of the district election commissions, the powers and duties of the election commissions, the equipping of the buildings and voting rooms of the district and precinct election commissions, working with the voter list, etc. current topics were covered.

At the end of the training, the Central Election Commission handed over certificates, seals of the district election commissions and stationery products to 266 members of the district election commissions holding the election of the President of the Republic of Uzbekistan.

Thirdly, in order to widely inform the local and foreign public, including voters, about the activities carried out by election commissions and other organizers, the activities of the Press Center of the Central Election Commission were launched, the new site "saylov.uz", "Election-2021" web portal, "Election-2021" mobile application, "Election-2021 News" news and analysis show have been launched.

National Information Agency of Uzbekistan, National Television and Radio Company of Uzbekistan, National Association of Electronic Mass Media of Uzbekistan, UzReport, "ZorTV", "Dunyo" news agency, "Bugun.uz", "Nova24.uz" , 757 people working in more than fifty local mass media such as "Kun.uz" internet publications, "Khalk sozi" and "Narodnoye slova" newspapers, as well as Afghanistan, Kazakhstan, Kyrgyzstan, Pakistan, Turkey, USA , 48 journalists working in media of foreign countries such as Great Britain, France, Russia, China, Iran, Azerbaijan were accredited and certificates were presented. Accreditation of mass media representatives is ongoing.

Fourthly, 21 international organizations, including the OSCE Parliamentary Assembly and the Bureau for Democratic Institutions and Human Rights, the Commonwealth of Independent States and the Inter-Parliamentary Assembly of the CIS, SCO, OIC, Turkic-speaking countries, cooperated to participate in the election of the President of the Republic of Uzbekistan. An invitation was sent to the Council, the World Association of Electoral Authorities, election authorities of 28 foreign countries and 225 international observers from 48 countries.

Fifth, in accordance with the "Concept of organizing the training of members of election commissions" approved by the Central Election Commission, seminars and trainings are held in interactive ways for candidates for the positions of chairman, deputy chairman and secretary of precinct election commissions in the regions, districts and cities of our country. The fourth stage is in full swing.

In the first stage of the seminar-training, the listeners were given theoretical knowledge on twelve current topics related to national election legislation and international election standards.

In the next fourth stage, the six most important topics related to the work carried out directly by the precinct election commission were selected and videos related to these topics were prepared. Special attention is paid to strengthening the theoretical knowledge acquired in the trainings of this stage by watching and directly performing the work performed by the precinct election commission in the polling stations organized in a model form.

Sixth, at the next meeting of the Central Election Commission held on August 20, among other issues, the procedure for providing interactive services for identifying and changing the polling station, which was developed in order to make voters more comfortable ” was approved.

According to the regulation, citizens of the Republic of Uzbekistan who have a permanent or temporary residence address, who have reached the age of eighteen before or on the day of the election can use the Interactive service.

To use the interactive polling station identification service electronically, the voter registers on the Unified Interactive State Services Portal of the Republic of Uzbekistan, selects the polling station identification service, provides the series and number of the biometric passport or identification ID card, and the date of birth enter the date. After that, this information of the voter is automatically checked with the information in the single electronic list of voters formed in the information system for managing the election process. If the information matches, the voter will be provided with information about the polling station.

A voter may change the polling station if the address of his permanent or temporary residence is inconsistent with the information on the polling station in the unified electronic list of voters of the Republic of Uzbekistan. Changing the polling station can be done from sixty days to five days before the election. It is prohibited to use the interactive service for changing the polling station by providing information related to another person. Provision of the interactive service for changing the polling station through the official website of the Central Election Commission is carried out using a link to the Unified interactive state services portal.

It is not possible to change the polling station changed using the interactive service and make corrections to the voter list without the consent of the voter. There is no charge for the interactive service.

Voters who wish to use this service can learn more about the procedure for using the service through the decision of the Central Election Commission dated August 20, 2021 No. 1101 posted on the "saylov.uz" website.

In conclusion, the Central Election Commission and other organizers of the election process are actively continuing to organize the presidential election at a high level, to further expand the opportunities for voters to freely use their constitutional rights and to receive information, and to effectively introduce modern information technologies and interactive state services to the election process.

The awareness of voters-citizens about the wide range of opportunities created for voters during the election campaign, their active participation in voting on the election day, and the use of their constitutional rights will serve the continuation of humane reforms in the way of socio-economic development.
