One of the priority tasks that requires constant attention is to increase the attention of the young generation, especially rural youth, to education, to increase their attention to science, to form the skills of using information technologies, and to actively participate in the social and political life of the society.

In order to systematically and regularly implement the state policy on youth, the Youth Affairs Agency and the Youth Academy aimed at wide involvement of young people in science were established. There are more than 830 non-governmental non-profit organizations that protect the interests of boys and girls.

"Youth Parliament" operates under the Legislative Chamber and Senate of the Oliy Majlis in order to discuss issues related to youth in the parliament, to strengthen the special attention of the members of the parliament to youth issues. This advisory body, which serves as a political platform, allows young people to directly monitor the activities of the parliament, involve them in the law-making process, carry out propaganda among young people, solve the problems that are on the minds of young men and women with their participation, potential young people it is an important factor in supporting personnel and preparing them for civil service, forming a sense of belonging to the fate of the country, and increasing their potential in state management.

A number of documents are being adopted in order to implement the state policy aimed at the youth in a continuous, efficient and modern way. In the State Program for the implementation of the "Year of Youth Support and Public Health Promotion", the attention paid to the youth in our country, the conditions created in various spheres of society's life, is aimed at their realization of their potential and finding their place in life, in particular , covering as many young people as possible with higher education, a number of activities such as the education of talented young specialists in prestigious foreign educational, scientific and other institutions, further improvement of the system of protection of young people in need of social protection, selection of personnel and improvement of their qualifications defined.

Measures aimed at supporting the employment of young people and forming a new generation of reserve personnel among talented young people, involving them widely in science, supporting the ideas and initiatives of talented young people "at the Forum of Youth and Students of Uzbekistan in the field of state policy on youth program of additional measures to ensure the implementation of the specified priority tasks" was also included.

Based on the "Youth - 2030" strategy of the United Nations Organization, which defines the strategic goals and priorities of the development of the state policy on youth, the concept of development of the state policy on youth in Uzbekistan until 2025, supporting potential young personnel and preparing them for public civil service , activities aimed at ensuring competitiveness in the labor market, increasing social activity, supporting youth public organizations and volunteer activities took place. The implementation of these activities will increase the sense of responsibility in the young generation to make independent decisions and within their own responsibility.

Carrying out systematic work on increasing the political and legal knowledge of citizens will encourage their active participation in elections and help them make a suitable choice for themselves. Electoral culture formed by electoral institutions and mass media is an integral part of society's culture. The use of non-traditional, new methods, the use of forms that can attract the attention of young people, and the use of innovative approaches in events aimed at developing the political consciousness of young people, creating stable knowledge and skills on the election will be highly effective.

Taking these aspects into account, the National Program of Actions for Improving the Electoral Culture of the Population included measures to improve the electoral literacy of pupils and students.

An election is an important indicator of a democratic legal state, a process of making political and legal decisions. Participation in the election is the constitutional right of every citizen with the right to vote, and it is an important event that demonstrates political responsibility in the affairs of the state and society by freely expressing one's will.

Young people are a force that drives socio-political changes, introduces new directions and technologies into life. Uzbekistan ranks first among the countries of Central Asia in terms of the number of young people, with an average age of 27.6 years. Young people aged 14 to 30 make up 60 percent of the population, and 33 percent of them are eligible to vote.

One of the reasons for the widespread involvement of young people in the affairs of the state and society is when young men and women who have reached the age of 21 are given the right to be elected to local councils, and from the age of 25 they are given the right to be elected to the Legislative Chamber of the Oliy Majlis and to become members of the Senate of the Oliy Majlis. In the 2019 elections to the National Parliament, political parties nominated 14 young candidates under the age of 30 for the Legislative Chamber, 9 of them or 64.2% were elected as deputies.

Attracting young people to work in election commissions is also a highly effective tool. This can be seen from the fact that in 2019, 144 (8.9 percent) members of district election commissions holding elections to the Legislative Chamber and 20,394 (18.4 percent) members of precinct election commissions were young people under 30 years old. .

Young men and women under the age of 30 make up 9% of the district election commissions holding the presidential election of the Republic of Uzbekistan this year, and 17.3% of the members of precinct election commissions are young people.

This is another practical expression of the constant attention and care shown in our country to protect the rights and interests of young people, to create the necessary conditions for them to show their potential.

Youth's electoral institute - the activity of observing elections is a manifestation of their participation in the political life of the state. Citizens of Uzbekistan who have reached the age of 18 have the right to vote and observe the counting of votes on election day. Such experience will be useful in personally getting acquainted with the quality of election preparations, the sequence of actions of election commissions, ensuring the rights of election participants, and preparing proposals for further improvement of this field in the future.

Elections in our country are held openly and transparently on the basis of general, equal, direct suffrage by secret ballot, that is, every vote is taken into account, and every voter is responsible for the formation of bodies of state power formed through elections. contributes.

Citizens who have reached the age of eighteen before or on the day of the election are included in the voters' list. Our youth who have reached the age of 18 have the right to vote regardless of their gender, race and nationality, language, religion, social origin, faith, personal and social status, education, and the type and nature of their occupation.

The election legislation defines the procedure for voting for voters who cannot be at their place of residence on the day of voting for various reasons.

A voter has the right to vote early if he cannot be at his place of residence on the day of the election. In order to vote early, a voter receives a ballot from the relevant precinct election commission based on an application stating the reasons for not being able to be on the election day and fills it in a specially equipped secret voting booth or room.

In cases where some voters cannot come to the polling station due to their health or other reasons, the relevant precinct election commission will organize voting at the place where they are located at the request of these voters.

Also, implementation of voting rights of compatriots in different countries of the world, including young people, was not ignored.

54 precinct election commissions were formed in 37 countries holding the presidential election of the Republic of Uzbekistan at diplomatic and other representative offices of the Republic of Uzbekistan in foreign countries.

Our young people living in foreign countries should inform the precinct election commissions established at the diplomatic and other representative offices of the Republic of Uzbekistan in foreign countries about their inclusion in the voter list at least fifteen days before the election in writing or by the official notification of the Ministry of Foreign Affairs of the Republic of Uzbekistan. can apply electronically through the website.

For this, an interactive service was created on the official website of the Ministry of Foreign Affairs, which allows citizens of the Republic of Uzbekistan to apply electronically for inclusion in the voter list.

The procedure for protecting the electoral rights of citizens in court is established by the electoral legislation, according to which the election commissions, state authorities and officials can appeal to the court against illegal actions. The court will consider the complaint within 3 days, if less than six days before the election, immediately.

It is important to note that as soon as the decision of the court is issued, it should be immediately submitted to the relevant election commission and the applicant and immediately executed.
