The election campaign for the election of deputies to the Legislative Chamber of the Oliy Majlis and the local Councils (Kengashes), which will take place on October 27 this year, is gaining momentum.
The Resolution of the Central Election Commission stipulates that the election campaign of the candidates for deputies and political parties will begin on September 22, 2024.
On September 21, 2024, the leaders of the political parties signed the ethical rules for election campaigning drawn up jointly with the Central Election Commission in a solemn ceremony.
In developed countries, such agreements are usually concluded to prevent unfair competition between political parties or candidates, to ensure fair competition, to maintain mutual respect during the election campaign and to comply with moral standards in addition to legal restrictions.
Similar agreements were signed by political parties, particularly in this year's elections to the European Parliament and in elections in a number of other developed countries.
These ethical rules are intended to prevent the dissemination of false information during the election campaign, to ensure compliance with the basic principles of elections and to give voters the opportunity to make their free choice.
It should be emphasized that in recent years, along with the growing capabilities of artificial intelligence that benefit humanity, there has been a proliferation of fake information material that can lead to negative consequences.
One of the most important points of the ethical rules is also strict compliance with the procedure for the use of artificial intelligence in election campaigning via mass media and the Internet.
Pursuant to the Resolution of the Central Election Commission of July 2, 2024, the Regulation on the first-time conduct of election campaign during the election campaign of candidates for deputies and political parties is supplemented by the norms on the preparation and distribution of election campaign materials using artificial intelligence technologies.
In accordance with the ethical rules, representatives of political parties undertake, among other things, to strictly observe the Constitution of the Republic of Uzbekistan, the Election Code and other legal acts, to respect the privacy, honour, dignity and reputation of representatives of political parties, not to disclose information that is contrary to public morality, to refrain from blackmail, intimidation and coercion, and to refrain from other undue influence in the election campaign.
The signing of ethical rules by political party leaders is a sign of the development of an electoral culture in the country and serves to ensure open and transparent elections in accordance with national legislation.
