ABOUT THE PRESS CONFERENCE WITH THE PARTICIPATION OF THE CHAIRPERSON OF THE CENTRAL ELECTION COMMISSION

On April 29, a press conference on the main measures for organizing and holding the referendum at a high level was held at the press center of the Central Election Commission, with the participation of Zayniddin Nizamkhodjaev, Chairperson of the Central Election Commission of the Republic of Uzbekistan.

The event was attended by members of the Central Election Commission, representatives of local and foreign mass media, international organizations and observers from abroad who visited our country to observe the referendum.

As noted at the conference, the holding of the referendum in the Republic of Uzbekistan is regulated by the Constitution, the Law “On the Referendum of the Republic of Uzbekistan”, the Election Code and the decisions of the Central Election Commission. In organizing and holding the referendum at a high level, international standards and advanced foreign experience of open referendum holding were taken into account.

According to Article 78 of the Constitution of the Republic of Uzbekistan, the decision on holding a referendum of the Republic of Uzbekistan and setting the date for holding it is within the joint competence of the Legislative Chamber of the Oliy Majlis and the Senate.

On the basis of these powers, the issue of holding a referendum on the draft Constitutional Law of the Republic of Uzbekistan “On the Constitution of the Republic of Uzbekistan” was discussed in detail at the plenary session of the Legislative Chamber of the Oliy Majlis on March 9-10 this year and the date for the referendum was set.

The Constitutional Court of the Republic of Uzbekistan has declared the decision of the Legislative Chamber to hold a referendum on the draft Constitutional Law of the Republic of Uzbekistan in conformity with the Constitution.

At the plenary session of the Senate of the Oliy Majlis on March 14 it was decided to set the date for the referendum on the draft Constitutional Law of the Republic of Uzbekistan “On the Constitution of the Republic of Uzbekistan”. According to Article 13 of the Law “On the Referendum of the Republic of Uzbekistan”, the text of the question put to the referendum shall also be approved by the Oliy Majlis when the referendum is convened. In accordance with the decisions of the chambers of the Oliy Majlis, the following text was included in the ballot of the referendum to be held on Sunday, April 30 this year: “Do you accept the Constitutional Law of the Republic of Uzbekistan “On the Constitution of the Republic of Uzbekistan”?

In accordance with the Constitution of the Republic of Uzbekistan and the Law “On the Referendum of the Republic of Uzbekistan”, the referendum of the Republic of Uzbekistan shall be held by the Central Election Commission, District Referendum Commissions and Precinct Commissions.

The Central Election Commission shall manage the system of referendum commissions, supervise the implementation of the Election Code and the Law “On the Referendum of the Republic of Uzbekistan” throughout the territory of the Republic of Uzbekistan and ensure their uniform application.

As noted at the conference, the Central Election Commission established 14 referendum districts of the Republic of Uzbekistan within the borders of the Republic of Karakalpakstan, the regions and the city of Tashkent and confirmed the staff composition of the district referendum commissions, which consist of 266 people.

On the other hand, 10,758 referendum precincts were established by the district commissions on the basis of the number of citizens who have the right to participate in the referendum under the law.

Based on the submission of the Ministry of Foreign Affairs of the Republic of Uzbekistan, the Central Election Commission established 55 referendum precincts at the diplomatic and consular institutions of the Republic of Uzbekistan in 39 foreign countries, and assigned them to the 14th Tashkent city referendum district. A total of 307 thousand 895 citizens were included in the list of voters in the referendum precincts established abroad.

The lists of citizens entitled to vote shall be drawn up on the basis of the single electronic list of voters.

Each citizen can be included in only one list of voters. 19 million 722 thousand 809 citizens entitled to vote were included in the single electronic list of voters. Of these, 46% are men and 54% are women.

The Chairperson of the Central Election Commission stressed that the referendum commissions at all levels organize their work in accordance with the requirements of the Law “On the Referendum of the Republic of Uzbekistan” on the principles of legality, independence, impartiality, openness, transparency and justice.
