To organize elections in an open manner, in accordance with the requirements of our national election legislation, based on our rich national experience in conducting democratic elections and in harmony with the requirements of universally recognized norms and standards of international law. it is very important to create conditions and opportunities for it.

In fact, taking into account the special place and role of election commissions, which are an integral part of the national election system, in today's article we want to focus on the activities of electoral districts and district election commissions.

In accordance with Article 9 of the Election Code of the Republic of Uzbekistan, according to the submission of the Dzhokorgi Council of the Republic of Karakalpakstan, the People's Deputies of the Regions and the Tashkent City Councils, the Central Election Commission will establish one hundred and fifty territorial constituencies for the election of deputies of the Legislative Chamber, and one deputy will be elected from each constituency.

The boundaries of these constituencies, taking into account the administrative-territorial structure of the Republic of Karakalpakstan, the regions and the city of Tashkent, as a rule, the number of voters in the entire territory of the Republic of Uzbekistan should be equal, in turn, the maximum permissible deviation of the number of voters in the constituencies, that is, from each other as a rule, the difference should not exceed ten percent.

Lists of electoral districts with their boundaries, number of voters and location of district election commissions must be published by the election commission at least seventy-five days before the election.

In accordance with the above, the Central Election Commission of the Republic of Uzbekistan at its meeting on October 7, 2019 made a decision to create one hundred and fifty territorial constituencies for holding the election of deputies of the Legislative Chamber based on the submission of the Dzhokorgi Council of the Republic of Karakalpakstan, People's Deputies of the Regions and Tashkent City Councils. Lists of electoral districts, their boundaries, the number of voters and the location of district election commissions, this decision was published on the "Web site" of the Central Election Commission, in the newspapers "Khalk sozi" and "Norodnoye slovo" and in the local press.

Similarly, in accordance with this article of the Election Code, no more than 60 constituencies should be created for the election of people's deputies to the regional and Tashkent city councils, and no more than thirty for the election of people's deputies to the district and city councils. Within these norms, the number of constituencies for local council elections should be determined by the respective local council based on population, number of voters, territory and other local conditions.

Electoral districts for holding elections to local councils are established by the relevant regional, district, city election commission, as a rule, with an equal number of voters. The boundaries of electoral districts are determined taking into account the administrative-territorial structure of regions, districts and cities, and one deputy is elected from each electoral district.

According to Article 21 of the Election Code of the Republic of Uzbekistan, the district election commission for the election of deputies of the Legislative Chamber of the Oliy Majlis is appointed by the Central Election Commission, and the district election commission for the election of local councils is appointed by the relevant regional, district, city election commission at least seventy days before the election. , vice-chairman, secretary and six to eight members of the commission, from nine to eleven in total.

Candidates for district election commissions for holding the election of deputies of the Legislative Chamber of the Oliy Majlis should be selected from among the reputable representatives of the public, discussed at the meetings of the Dzhokorgi Council of the Republic of Karakalpakstan, people's deputies of the regions and Tashkent City Councils, and then recommended for approval by the Central Election Commission.

In turn, in accordance with the law, members of district election commissions for holding elections to the regional council of people's deputies are appointed by the regional election commission on the recommendation of the district and city councils of people's deputies.

Members of district election commissions for holding elections to district and city councils of people's deputies are approved by the relevant district and city election commissions on the recommendation of citizens' self-government bodies.

In accordance with the above, the Central Election Commission of the Republic of Uzbekistan, at its meeting on October 11, 2019, based on the recommendation of the Dzhokorgi Council of the Republic of Karakalpakstan, People's Deputies of the Regions and Tashkent City Councils, established district election commissions for the election of deputies of the Legislative Chamber of the Oliy Majlis, and appointed their members from nine to eleven. , including the chairman, deputy chairman and secretary made a decision on approval. This decision was announced on the website of the Central Election Commission and in the local press.

According to Article 22 of the Election Code of the Republic of Uzbekistan, the main tasks of district election commissions are as follows:

Control over the implementation of the Election Code of the Republic of Uzbekistan during the election campaign in the territory of the electoral district;

At least sixty days before the election, the number of voters is not less than twenty and not more than three thousand.

People's Deputies shall establish precinct election commissions based on the recommendation of district and city councils, approve their composition and publish information about it, and coordinate the activities of precinct election commissions in the processes related to election preparation and holding;

To provide equal conditions for the participation of the candidates for deputy in the election campaign, to help organize their meetings with the voters, to register their proxies and issue relevant certificates;

To hear information from representatives of political parties, other public associations, citizens' self-government bodies, heads of enterprises, institutions and organizations on issues related to election preparation and holding;

Monitoring the construction of voter lists and their presentation for public viewing;

Determining election results by constituency and submitting them to the Central Election Commission, regional, district and city election commissions;

Organization of re-voting and re-election, as well as the election of deputies to vacant seats, as well as consideration of appeals of voters and other participants of the election process and making decisions on them.

In the Election Code of the Republic of Uzbekistan, issues of establishing and approving the composition of regional, district and city election commissions, as well as their powers, are mentioned in detail. In order not to confuse their activities with constituencies and district election commissions, which are an important part of the national election system, in today's article we have focused only on constituencies and district election commissions.
