Establishment and development stages of the Central Election Commission of the Republic of Uzbekistan as a permanent body

The Constitution of the Republic of Uzbekistan, the Electoral Code, and other normative-legal documents that establish the main rules and principles for conducting elections and referendums, as well as international election standards, are widely reflected in practice, contributing to the further strengthening of democratic values and universally recognized principles in our country, as well as the growing prestige of our country on the international stage. This was especially evident in the process of preparing and conducting the parliamentary elections (2019) and the presidential elections (2021) with great success in recent years, as well as in the process of preparing and conducting the referendum of the Republic of Uzbekistan (2023). All elections and referendums held in independent Uzbekistan show that the interest and activity of the population in socio-political processes are steadily increasing.

 

These extremely important political processes in the life of our country - the election of the President of the Republic of Uzbekistan, the election to the Oliy Majlis of the Republic of Uzbekistan, as well as the organization and conduct of the referendum of the Republic of Uzbekistan - are successfully implemented by the Central Election Commission of the Republic of Uzbekistan on the basis of the principles of independence, legality, collegiality, transparency, and fairness.

 

Important Dates in the Development of the Central Election Commission of the Republic of Uzbekistan

 

April 30, 1998. The Law of the Republic of Uzbekistan No. 613-I "On the Central Election Commission of the Republic of Uzbekistan" was adopted.

 

September 9, 1998. The Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 387 "On Issues of Organizing the Activities of the Central Election Commission of the Republic of Uzbekistan" was adopted.

 

September 12, 1998. The first organizational meeting of the permanent Central Election Commission was held. Issues of electing the deputy chairman, secretary, and three permanent members of the commission were considered.

 

January 7, 1999. At the meeting of the Central Election Commission, based on the recommendation of the head of state, Doctor of Philology, Professor Najmiddin Komilov was elected as the Chairman of the Central Election Commission.

 

August 30, 2001. The Law of the Republic of Uzbekistan No. 265-II "On the Referendum of the Republic of Uzbekistan" (new edition) was adopted.

 

September 23, 2016. At the meeting of the Central Election Commission of the Republic of Uzbekistan, a decision was made to allow the Democratic Party of Uzbekistan "National Revival," the Movement of Entrepreneurs and Business People - Liberal Democratic Party of Uzbekistan, the People's Democratic Party of Uzbekistan, and the Social Democratic Party "Justice" to participate in the 2016 presidential elections.

 

August 15, 2017. The Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 630 "On Measures for the Formation and Maintenance of the Unified Electronic Voter Register of the Republic of Uzbekistan" was adopted, approving the Regulation on the Formation and Maintenance of the Unified Electronic Voter Register of the Republic of Uzbekistan.

 

October 4, 2018. The Resolution of the President of the Republic of Uzbekistan No. PQ-3961 "On Measures to Introduce Modern Information and Communication Technologies in the Electoral Process" was adopted.

 

November 6, 2018. The Resolution of the President of the Republic of Uzbekistan No. PQ-4004 "On Organizational Measures to Improve the Activities of the Central Election Commission of the Republic of Uzbekistan" was adopted.

 

June 25, 2019. The Electoral Code of the Republic of Uzbekistan was adopted.
