Updated electoral system in the spotlight of foreign observers

On October 27 of this year, an important political process will take place in the country - the elections of deputies to the Legislative Chamber of the Oliy Majlis and the local Councils (Kengashes). The interest of foreign states and international organizations, as well as the election management bodies in the elections to the representative bodies of state power, which will be held this year on the basis of the updated electoral legislation, is very high.

 

It is expected that 851 international and foreign observers will participate in the election observation, including 245 from 43 countries and 560 from 13 international organizations such as the Commonwealth of Independent States, the Office for Democratic Institutions and Human Rights of the Organization for Security and Cooperation in Europe, the Shanghai Cooperation Organization and the Organization of Turkic States, as well as 46 from 24 election commissions of foreign countries.

 

 

It should be noted that observer missions and delegations of international organizations will observe the process of preparing and conducting the elections both as long-term and short-term observers.

 

 

 

         

 

 

In this context, a briefing was organized in the Palace of International Forums “Uzbekistan” to inform the members of the observer missions in detail about the innovations in the electoral legislation and the work to prepare for the elections.

 

The event was attended by about 150 international and foreign observers, representatives of election management bodies and organizations, as well as members of observer missions.

 

 

 

It was noted that for the first time in the history of Uzbekistan, elections to the Legislative Chamber of the Oliy Majlis will be held on the basis of a mixed electoral system, i.e. a majoritarian and proportional representation system.

 

It was emphasized that 75 of the 150 deputies would be elected to the lower chamber of Parliament from single-mandate constituencies and the remaining 75 would be elected on the basis of the list of candidates nominated by the political parties in proportion to the number of votes cast for the political parties in a nationwide constituency.

 

         

 

Information was also provided on the introduction of the “E-Saylov” information system into national electoral practice, its benefits and possibilities, improving the knowledge and skills of electoral stakeholders at all levels in line with the Concept of Professional Development of Election Commission Members, creating a level playing field for political parties and candidates in the election campaign and the possibility of using artificial intelligence in this process.

 

It should be noted that the international observers received information on the monitoring and observation process during the briefing based on the observation program.

 

At the end of the briefing, the Central Election Commission management emphasized openness to all and readiness for dialogue.
